I Love Italy - "Italy passes emergency rape law"

Action! That's what Italians believe in when it comes to protecting women and children. No fooling around and discussing the issue for a few years. Just give them a week and they've managed to write one of the strongest anti-rape laws ever.

Italy's government has rushed through a decree to crack down on sexual violence and illegal immigration after a spate of rapes blamed on foreigners.
The decree sets a mandatory life sentence for the rape of minors or attacks where the victim is killed.
It also establishes rules for citizen street patrols to be conducted by unarmed and unpaid volunteers.
The number of sexual assaults fell last year, but three high-profile rapes last weekend sparked national outrage.
These included the rape of 14-year-old girl in a park in Rome on Saturday, allegedly by two men from Eastern Europe.
A Bolivian woman was raped in Milan by a man described as North African, while in Bologna, a Tunisian who had just been released from prison was re-arrested for allegedly raping a 15-year-old girl.
The decree, passed by Prime Minister Silvio Berlusconi's conservative government, goes into effect immediately but must be approved by both houses of parliament within 60 days.

The tougher rape laws -- excellent! But that it seems to have been done on the back of anti-immigrant feeling is pretty yucky. The end is good, but the means is bothersome.
Historically, rape has been used as both a way of asserting ownership (women as property) and a tool of war, to 'complete' the conquering and subjugationof another nation or people. The anti-immigrant element here is troubling because it's like a reaction against the violation to their property, or the violation of 'us' by 'them'. This sounds like less a realization of the importance of preventing violation of girls/women/people than indignancy that those nasty foreigners dared to take "our" women. I'm a little queasy about the quickness of the action, too, for the same reason -- I mean, surely Italians must have been aware that females, esp. female children, have been victims of rape before this -- so these cases are distinguished by the 'immigrant' element.
Of course, that's all assuming the BBC is reporting the cause and effect reasonably accurately. BBC is usually pretty good but these days I read any media reports with a fairly high skepticism factor.
I don't mean to throw a wet rag on your post or the fact of the stricter laws -- it's still something to celebrate -- but I'm really bothered. Although, waxing philosophical, it's rare that any political advance occurs unhampered by something of a downside.
A friend in Italy, I think Sara has posted here, she said it involves Romanian Gypsies. Sound like history repeating itself to me. Recession/depression causes a society to to react against outsiders. Now, maybe the romanians are responsible for the rapes that have plagued Italy, I don't know.
I know the rape law sounds great. Scapegoating the same old groups is scary.
